But they have animators in China too.

It's made in different places. Someone has to do the voices, someone else has to do the effects and animations, and others have to put it all together and broadcast it. So it can be made in different places inside Japan.

Yes, it is.
My uncle used to work with FunImation and help do the english dubs.
he said that it was hard because you have to edit and sync the movement of the characters in with the new voices. And that can take a while if you have not been doing it for 15 years like he has XD
